I used a PICkit 2 programmer to attempt a reload firmware v3.06 and got the following:

Initializing PICkit 2 version 0.0.3.41
Found PICkit 2 - Operating System Version 2.32.0
Target power detected ( 4.94V)
PIC18F6627 found (Rev 0x0)
PICkit 2 Ready

Programming Target (10/27/2008  5:18:33 PM)
PIC18F6627 found (Rev 0x0)
Erasing Target
Programming Program Memory (0x800 - 0x973F)
Verifying Program Memory (0x800 - 0x973F)
Programming EEPROM Memory (0x0 - 0x3FF)

PICkit 2 Ready

I've got a HW:v3.01, BLN:v1.00, SW:v3.06.  and tried recovery in safemode and no eeprom with no luck in recovery.

How can I tell if the board is damaged?

i have the same problem with sbc68ec.
what i can do to apgrade firmware without bootloader?
