Debugging with the ICD2 and HI-Tech

I am using websrvr_nobl_ht_hw221 project with MPLAB IDE v7.50 and the HI-Tech PICC-18 9.50.  When I build and program the sbc68ec using the IDC 2 everything works. Although I can not get the project to run properly with the Debugger, the program hangs. The upper memory locations that are supposed to be for the debugger are used by the code.
